Will replacing the flood stem fix a dishwasher that is not drying my dishes?

My GE dish washer model number GDF620HMJ6ES. doesn’t dry my dishes and the water does not get hot, more like luke warm. I have replaced the heating element so I’m thinking it’s the flood switch but I’m not sure.
